The only way that even comes to my mind to do a grounded take on Freeze is making him a serial killer type that freezes corrupt business people involved in Gothcorp trying to expose them and-ooops, that's exactly what Riddler did. Unless you were doing a super fantastical take on Freeze like the Sub-Zero movie, which Reeves DEFINITELY won't do (the "he can freeze the flooded water" ideas are dumb as hell, sorry) there's nothing about his character or the challenges he poses to Batman that are compelling for an entire 2 hour and a half movie. The most I've seen is suggestions that maybe he could tie into Penguin in some way but that's about it. In every single pitch I've seen for Freeze, I've never, not even once seen a single one that talks about how possibly his character can tie the entire scope of the city, every main and supporting character in the movie.
